On Nov. 6, 2012, Cape Elizabeth voters  rejected a referendum to borrow up to $6 million for construction of a new Thomas Memorial Library. The vote was 2,696 for and 3,566 against.

On Feb. 11, 2013, the Town Council  established a five-member Library Planning Committee to plan for future library services. The Library Planning Committee is charged by the Town Council with preparing a twenty-five year plan for services and facilities for the Thomas Memorial Library.
